Why GA4 and Google Ads Show Different Conversion Numbers
GA4 and Google Ads count conversions differently, so their numbers rarely match. Common causes are double counting when a GA4 import and a separate Ads tag both record the same action, counting a page visit instead of a completed action, different attribution and time windows, conversions recorded on click date or conversion date, and tracking that was never tested. Decide which system is the source of truth for each decision.

Why the numbers differ
The two tools do different jobs. Google Analytics 4 records how visitors behave on your site across all channels. Google Ads records the conversions it attributes to your ads. Because they measure different things in different ways, an exact match is not a realistic target. The goal is to understand the gap and to make sure it is not caused by a mistake.
Seven causes
1. Double counting
If you import a GA4 key event into Google Ads and also have a separate Ads conversion tag for the same action, the action can be counted twice. Count each action once.
2. Counting a page visit instead of an action
If a conversion is set to fire when someone views the contact page, your numbers look great while the phone stays quiet. Track the completed form, the booking or the call.

3. Different attribution and time windows
Each tool decides which channel gets credit and for how long after a click or a visit. Two different rules produce two different totals. Check each tool’s current settings in its help pages.
4. Date logic
One report may count a conversion on the day of the click and another on the day it happened. Compare like with like, using the same date range and rule.
5. Visitors who are not measured
Some visitors decline cookies or use blockers, and the two tools can handle that differently. This is general behaviour, so check your own consent set-up.
6. Actions that happen offline
Phone orders, walk-ins and calls that do not come through your tracked number are not visible in GA4 unless you import them. Google Ads can import offline conversions from a spreadsheet or a customer system.
7. Tracking that was never tested
A site change can silently break a form or a tag. Test after every change. See GA4 events for small business.

How to reconcile them
- Decide the source of truth for each decision. For example, use Google Ads for campaign decisions and GA4 for site behaviour across channels.
- List every conversion you track, and where it is counted.
- Remove duplicates, so each action is counted once.
- Test each conversion with Tag Manager’s preview and GA4’s debug view.
- Compare the same date range and rules in both tools.
- Check monthly for sudden drops or spikes, which often signal a tracking fault rather than a real change.

How big a gap is normal?
There is no standard figure. A stable, explainable gap is fine; a sudden change or a large unexplained one is a reason to check the set-up. Track the gap over time.
What to report
Report one clear measure per goal, such as enquiries by channel, and say which tool it comes from. For calls, add your phone records; see how to track phone calls from your website. If you want the set-up checked, see our conversion tracking audit.
Frequently asked questions
Why are my Google Ads conversions higher than GA4?
Common reasons are double counting, different attribution rules and time windows, and conversions counted on a different date. Check each in order.
Which number is right?
Neither is simply right. Use the one suited to the decision, and make sure each action is counted once and tested.
Should I import GA4 key events into Google Ads?
It is a common approach. Avoid also adding a separate Ads tag for the same action, or the action is counted twice.
How do I find double counting?
List every conversion in both tools, and check whether the same action appears in more than one place. Then test with a real submission.
Can offline conversions be added?
Google Ads supports offline conversion imports from a spreadsheet or a customer system. Check the current instructions.
